EDUCATIONAL COOPERATION AGREEMENT BETWEEN THE GOVERNMENT OF THE KINGDOM OF SPAIN AND THE GOVERNMENT OF THE STATE OF QATAR

The Government of the Kingdom of Spain, represented by the Ministry of Education and Vocational Training and the Ministry of Universities,

The Government of the State of Qatar, represented by the Ministry of Education and Higher Education,

Hereinafter referred to as the Parties.

Desiring to consolidate and extend the ties of friendship and promote and improve cooperation in educational matters between both countries, and achieve achievements and objectives of common interest, considering the laws and regulations applicable in both countries,

They have agreed to the following:

First of all
Fundamentals of cooperation.

Article 1

The parties will develop cooperative relations between the two countries in all educational fields, within the framework of this Agreement, based on:

  • 1. Equality and respect for mutual interests.
  • 2. Respect for the national legislation of both countries.
  • 3. The guarantee of equal and effective protection of intellectual property rights in all matters related to joint ventures and initiatives, and the exchange of information and experiences within the framework of this Agreement, in compliance with the laws of the Parties and of international treaties to which the Kingdom of Spain and the State of Qatar are parties.
  • 4. Distribution of the intellectual property rights of the participles derived from the cooperation projects carried out in application of this Agreement, in attention to the contribution of each Party and the conditions established in the agreements and contracts that regulate each project.

General education cooperation

Article 2

The parties will promote the exchange of visits by specialists from all educational camps, in order to learn about the latest advances and achievements in education in both countries.

Article 3

The Parties will promote the exchange of student delegations and school sports teams, and will organize art exhibitions within the school framework, in both countries.

Article 4

The parties will encourage the exchange of experiences and information in the following areas:

  • 1. Preschool learning.
  • 2. Technical and professional training.
  • 3. School administration.
  • 4. Learning resource centers.
  • 5. Attention to students with special needs.
  • 6. Attention to gifted students.
  • 7. Educational evaluation.
  • 8. Higher education.

Article 5

1. The parties will promote the exchange of the latest technologies developed in both countries, especially those related to the teaching of foreign languages.

2. The Parties shall promote the learning of the respective languages.

Article 6

The Parties will promote the exchange of study plans, educational material and publications between both countries, without prejudice to intellectual property rights.

Article 7

The Parties will encourage the exchange of information on the qualifications and diplomas awarded by the educational institutions of both countries.

General provisions

Article 8

In order to apply the provisions of this Agreement, create a Joint Committee to carry out the direction and control of the following areas:

  • 1. Preparation of programs aimed at applying the provisions of this Agreement and establishing the obligations and costs that must be approved by the competent authorities.
  • 2. Interpretation and monitoring of the application of the provisions of this Agreement and evaluation of the results.
  • 3. Proposal for new synergies between the Parties in matters included in this Agreement.

The Committee will meet at the request of both Parties, and will send its recommendations to the competent authorities of both Parties so that they can make the appropriate decisions.

Article 9

The specific instruments of the forms of cooperation proposals are coordinated and agreed upon based on the material and the needs of the cooperating bodies of both pasts, through the approved communication channels.

Article 10

The composition of the delegations participating in seminars, courses, talks and other issues related to the exchange of visits between the Parties, as well as the dates and duration of such events, is determined by exchanging maps through communication channels. agreed upon, provided that the other Party receives notification in this regard at least four (4) months in advance.

Article 11

Each Party will bear the expenses of its delegation when it is visiting the other country, travel expenses, medical insurance, lodging and other incidental expenses and incurred in situ.

Each Party assumes the cost derived from the application of the articles of this Agreement in accordance with the laws in force of both countries and according to the available funds of the annual budget.

Article 12

Any dispute that may arise between the Parties regarding the interpretation and application of this Agreement is resolved amicably through consultation and mutual cooperation.

Article 13

The provisions of this Agreement may be modified with the consent of the drafting of the Parties, following the procedure set forth in Article 14.

Article 14

The present Agreement will enter into force on the date of the last notification by which the Parties inform the other in writing, through diplomatic channels, of compliance with the internal legal procedures provided for it, and the date of entry into force will be that in there that receives the last notification sent by any of the Parties. The Agreement will be valid for six (6) years and will be automatically renewed for periods of equal duration, unless one of the Parties notifies the other, in writing and through diplomatic channels, of its desire to terminate the Agreement with an advance notice of six (6) years. at least six (XNUMX) months from the date scheduled for its termination or expiration.

The termination or expiration of this Agreement does not prevent the completion of any of the programs or projects in progress, unless otherwise decided by both Parties.

Made and signed in the city of Madrid, on May 18, 2022, which corresponds to Hegira 17/19/1443, originals on the back in Spanish, Arabic and English. In case of discrepancy in interpretation, the English version will prevail.
