The Diputación de Alicante requires the Government to withdraw the tax increase for the self-employed without the support of PSOE and Compromís

The Plenary Session of the Diputación de Alicante has approved this Wednesday a motion presented by the PP group in which the rise in taxes on the self-employed promoted by the central government is rejected, which it urges to withdraw the proposal for tax reform and any other modification that implies an increase in cuts.

Likewise, claim a 'zero quota' from the Generalitat for young people under 35 years of age During the first three years through a subsidy and a twelve-month extension of the flat contribution rate in the rest of the cases.

The text, which has had the support of the Ciudadanos group, which has incorporated an amendment to it, and the rejection of the PSOE and Compromís groups, highlights that the proposal of the Ministry of Social Security supposes, as it has denounced the spokesman for the popular, Eduardo Dolón, will increase the contribution to 40 million autonomists by 1,8% and will only reduce the remaining 10 million by 1,4%.

Dolón has pointed out that the self-employed associations have been opposed to the Government's reform "since what it proposes is to suffer from 294 to 412 euros the fee paid by a self-employed person who earns, for example, 901 euros." “What the self-employed need, more than 135.000 in our province, is that we lower their taxes and help them,” he insisted, in addition to recalling that “they have suffered to a great extent the negative consequences of the Covid economic crisis” .

It affects 80.000 people from Alicante, according to the PP

Apart from the debate in the plenary session of the Diputación, the deputy secretary of organization of the PP of the province of Alicante, José Antonio Rovira, has clarified more data on the impact of this incremental quota, which affected 60% of the professionals by account own Alicante.

“More than 80.000 self-employed Alicante are going to have to pay 40% more at the worst time. Our find ourselves before an absolute lack of sensitivity towards a fundamental piece of the Alicante economy and of the entire Valencian Community”, he lamented.

In Alicante, "for every 100 workers in the general regime there are 28 self-employed, compared to the national average that does not reach 23, and these workers are already experiencing fiscal hell in the Valencian Community", added Rovira.

Within the plenary session of the provincial Corporation, the spokesman for Citizens, Javier Gutiérrez, explained that the partial amendment incorporated claims that the modifications that concern the self-employed group "take into account their real returns and do not adapt the charges to the benefits". It also requires the Ministry of Inclusion, Social Security and Migration to withdraw the new Social Security contribution system "rejected by the main business associations."

From the opposition, both the PSOE and Compromís have supported the ministerial proposal since, according to the socialist Toni Francés, it "will mean a reduction in the quota for 66% of the self-employed, and only 33% will pay more". "It is a fair, progressive and reasonable proposal", the socialist speaker pointed out, while from Compromís, Gerard Fullana has described it as "adequate".

new aid

On the other hand, pending the plenary session held this morning, numerous aid lines have been approved both in terms of Culture and the Water Cycle.

In this way, the new call for subsidies for the rehabilitation of municipally owned monuments and churches, promoted by the Culture area, has been unanimously agreed. The first vice-president and titular deputy, Julia Parra, explained that "after the success and good reception of this aid by the town councils, this year we wanted to make important improvements, among which we must highlight an increase in its amount to reach to the maximum number of municipalities and finance the greatest number of projects”. The call has an initial budget of 850.000 euros that can be increased to 2.350.000 euros to meet the commitment reached with the councils.

In terms of the Water Cycle, the entire corporation has supported the calls promoted by the area led by the second vice president, Ana Serna, to help with 2,3 million euros to the consistories of the province in the major, repair and execution of infrastructures water supply and sanitation.

agreement for electricity

During the session, the Framework Agreement for the supply of electricity with a 100% renewable guarantee that will be managed by the Provincial Council's Contracting Center has also gone ahead and that, as the responsible deputy, Juan de Dios Navarro, has revealed, has allowed in Last year, it generated savings of more than 14 million euros for 138 municipalities and affiliated entities.

"Thanks to the work being carried out by the Diputación, the municipalities of the province have tariffs and are not harmed by the historic rise in the electricity market at the national level," Navarro highlighted, pointing out another of the benefits of this agreement. mark the more than 79.000 tons of CO2 reduction per year that it has achieved.

Plan for the agricultural sector

The two groups of the government team have obtained the support of the majority for the motion that demands greater support for the agricultural sector. Javier Gutiérrez explained that "given the severe difficulties that the field is going through, it is a priority for the central government to develop a shock plan to offset the rise in production costs and increase competitiveness."

It has also demanded from the Generalitat an energy efficiency plan, the promotion of export support lobbying, a new law on agrarian structures and more controls on imported agri-food products. Also aid for progress towards digitization and greater support for research entities and the professionalization of cooperatives. Opposition groups have voted against.

Gutiérrez has highlighted the crucial role of farmers, who maintain supply "despite lethal policies for our agriculture, such as the reduction of the Tajo-Segura transfer and the unstoppable increase in energy costs and diesel and fertilizers".

European funds

In the motions section, the socialist group has presented, for its part, a document in support of the Recovery Plan and European Funds, to which all the political groups have joined, although it has generated a debate about the distribution of these funds.

While the PSOE has defended the Government's management, the deputy for the area, María Gómez, has demanded "transparency and objectivity" when making the distribution of aid "and that independent criteria and evaluations are provided on the awards". At this point, she has indicated that "it is, at least striking, that a very high percentage of the funds have gone to governments led by the PSOE." From the socialist ranks, it has been defended, on the contrary, that "the important thing is not who is the mayor or director, but that the projects are good and benefit the citizens".

The spokesman for Ciudadanos has defended that European funds are an opportunity for Spain and has proposed the creation of an independent agency for reconstruction and reform at the state level and the formation in local corporations of Next Generation Funds evaluation tables with the participation of representatives of civil society. "Only in this way will an objective, fair and efficient distribution of funds be guaranteed, which will also serve as a model for best practices in the evaluation of public policies in the future in other areas of the administration", he assured.

Labour Reform

During the plenary session, a motion presented by the Socialists in favor of the labor reform has also gone ahead thanks to the support of Compromís and the abstention of Ciudadanos, while the PP has voted against. According to the socialist deputy Miguel Millana, he reformed it, which has been agreed upon by employers and unions, "will contribute to eliminating precariousness and unemployment." Fullana has pointed out that "although it is not the reform that we would do, it will greatly improve what the Popular Party had left behind."

From the popular group, the deputy for Human Resources, Javier Sendra, has described the labor reform of the Sánchez Executive as “pluf” and “pure makeup”. "The reform is minimal and it also worsens -since flexibility remained- the one promoted by the PP in 2012, thanks to which more than three million jobs will be created."

Citizens abstained because the proposal "contains more than Cs we have been demanding since 2016 such as the extension of the indefinite contract, the penalty of excess temporary contracts or the consolidation of ERTEs, but they arrive six years behind and without addressing essential issues." .

plan map

Finally, in response to questions from Compromís, the head of the Infrastructure area, Javier Gutiérrez, stated that all the actions of the Planifica 20-23 Plan "are well on time, there are still two years of plan left for the entire legislature".

This plan, endowed with 100 million euros, includes 292 works, of which 150 are drawn up directly by the Provincial Council through a bank account that includes all the municipalities of men with 5.000 inhabitants. "This is how we demonstrate our involvement with the original spirit of the councils of technical and administrative assistance to the smallest", said Gutiérrez, who has also assured that at the beginning of the second of this year they will be drafted. Currently, of the rest of the projects to be presented by the municipalities, there are 54 approved, 18 works in progress and 5 completed.
