AMENDMENTS TO THE INTERNATIONAL CONVENTION ON STANDARDS OF TRAINING, CERTIFICATION AND WATCHKEEPING FOR SEAFERS, 1978 (1978 TRAINING CONVENTION)

The Maritime Safety Committee,

Recalling article 28 b) of the Convention establishing the International Maritime Organization, article dealing with the functions of the Committee,

Recalling also article XII of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (1978 STCW Convention), article dealing with the procedures for amendment of that convention,

Tomando noted that the Seafarers Training, Certification and Watchkeeping Code (Training Code) includes several references to high voltage, but does not contain a specific definition of this term,

Having considered, at its 103rd session, the amendments to the STCW Convention of 1978 proposed and circulated in accordance with the provisions of Article XII(1)(a)(i) of the Convention,

1. Adopts, in accordance with the provisions of article XII(1)(a)(iv) of the STCW Agreement of 1978, the amendments to the Agreement, the text of which appears in the appendix to the present resolution;

2. Decides, in accordance with the provisions of Article XII(1)(a)(vii)(2) of the 1978 STCW Agreement, that such amendments shall be deemed to have been accepted on 1 July 2022, unless, prior to that date, more than one third of the parties or a number of parties whose combined merchant fleets represent at least 50% of the gross tonnage of the world fleet of merchant ships of 100 gross tonnage and over, notify the Secretary General of the Organization that rejects the amendments;

3. Invites the parties to note that, in accordance with the provisions of article XII(1)(a)(ix) of the 1978 STCW Agreement, the amendments contained in the annex shall enter into force on 1 January 2023, once accepted in accordance with the provisions of paragraph 2 above;

4. Urges the parties to implement the amendments to rule I/1.1 at an early stage;

5. Requests the Secretary-General, for the purposes of Article XII(1)(a)(v) of the 1978 STCW Agreement, to transmit certified copies of this resolution and the text of the amendments contained in the annex to all parties to the 1978 Convention of Form;

6. Also requests the Secretary-General to transmit copies of this resolution and its appendix to members of the organization that are not parties to the 1978 STCW Agreement.

CHAPTER I
General provisions

1. In regulation I/1.1 the following definition is added:

.44 high voltage: voltage greater than 1,000 volts of alternating current (AC) or direct current (DC).

These Amendments entered into force generally and for Spain on January 1, 2023 in accordance with the provisions of article XII 1) a) ix) of the International Convention on standards of training, certification and watchkeeping for seafarers, 1978.
