The General Directorate of Traffic, has worked with the agents of the Traffic Group of the Civil Guard carried out, between October 10 and 16, a campaign dedicated to the surveillance of the safety conditions of the vehicles that circulate through the roads in which a total of 237.565 vehicles were controlled.
Of these, 10.894 drivers were penalized for different reasons, among which not keeping the ITV in force especially noteworthy. 56% of the complaints filed (6.137 complaints out of a total of 10.962) were for this offence.
If we take into account the complaints made for this reason depending on the type of vehicle, this percentage rises to a worrying 65% in the case of vans and up to 61% in passenger cars. On the contrary, only 8,5% of the buses and 28% of the controlled trucks did not have the ITV in force.
In addition, serious defects in polluting emissions detected in the Madrid ITV have increased: 19.000 more cases in the third quarter of the year. Today, in the period between July and September 2022, 81,3% of the vehicles that carried out the technical inspection in the autonomous community approved in the first place weighed.
Vehicles in Madrid fail more and more in the pollutant emission control test carried out by vehicle technical inspection stations, as shown by the data provided by the Vehicle Archive of the Community of Madrid to AEMA-ITV, the Association of Entities for the Technical Inspection of Vehicles of the Community of Madrid.
During the third quarter of the year, 55.048 serious defects were detected in this chapter among the 588.967 vehicles inspected; where it is assumed 19.138 more than in the previous quarter, resulting in 35.910 defects. This is an increase that has been registered gradually since the beginning of the year.
In the first quarter of 2022, polluting emissions suppressed 23,2% of the rejections in the Madrid ITV; in the second, they represented 25,2% of the total; and, in the third quarter, the figure has reached 27,2%. From AEMA-ITV they remember that this situation could be changed with good vehicle maintenance. Cleaning the air, oil and fuel filters, as well as taking good care of the FAP particulate filter, make it possible to guarantee that the vehicle is in good condition to pass this test, contributing to the protection of the environment and saving lives.
According to the latest study published by the Carlos III University of Madrid, thanks to the work carried out by ITV stations in 2021, premature victims due to exposure to air pollutants are estimated at approximately 575. And, if the total number of vehicles that do not attend the mandatory inspections had done so, they could have prevented at least 207 additional deaths. In other words, a total of 782 human lives could have been saved.
“The ITV has helped to improve air quality and the control of harmful particles and gases and contribute to the damage to the circulation of vehicles that can exceed the permitted emissions and that also cannot be repaired. The technical inspection of vehicles is, without a doubt, an essential action to minimize the environmental impact of transport systems and, with it, save lives. It must be remembered that, according to data from the European Environment Agency, air pollution was related to the death of more than 30.000 people a year in Spain”, said Jorge Soriano, president of AEMA-ITV.

81,3% of the vehicles pass the first time
Weighted in advance in the detection of serious defects in the case of polluting emissions, the most recent data of the 588.967 vehicles that were inspected in the technical inspections of Madrid, most of them, 478.919, satisfactorily approved the ITV the first time, which which represented 81,3% of the total. A figure that increases to 93% in the second inspections.
In relation to the percentage of homologation by type of vehicle, private passenger cars are at the bottom of the categories with the best data, with a decrease of 18%; Heavy vehicles, for their part, are the ones that show the worst percentage, with 25,5% rejection.
