The creation of a Honorary Consular Office in Lille pursues the objective of adapting the honorary consular network dependent on the Consulate General of Spain in Paris to the current distribution of the Spanish colony in its demarcation, thus achieving a more balanced distribution of the Spanish consular presence in the French Republic. The number of residents in the constituency of the future honorary Consular Office in Lille will be higher than the number of residents in the constituencies of the Honorary Consulates of Spain in Rennes and Le Havre, only surpassed, in the demarcation of the Consulate General of Spain in Paris, on which it depends, by residents of the Ile-de-France region, which includes the city of Paris and its metropolitan area. Said number of residents, who represent the second largest foreign colony in the Nord and Pas de Calais departments, must be added to the transient population, made up mainly of university students studying at the University of Lille.

The opening of this honorary Consular Office will allow a large number of Spanish citizens to avoid traveling to Paris to carry out certain consular procedures, and, for the terms related to the delivery and sending of documentation for Spaniards, for the presentation or referral of the application for registration or deregistration in the Consular Registration Registry, as well as reporting the veracity of the data contained in said application, and for the appearance of English citizens for the management of the Foreigner's Identity Number, which is increasingly frequent. Likewise, consular protection and assistance tasks will be facilitated.

For this reason, in accordance with the provisions of article 48.1 of Law 2/2014, of March 25, on the Action and the Foreign Service of the State, in relation to the Regulation of Honorary Consular Agents of Spain abroad, approved by Royal Decree 1390/2007, of October 29, at the initiative of the General Directorate of Foreign Service, in accordance with the proposal made by the Spanish Embassy in Paris, with the favorable report of the General Directorate of Spanish Abroad and Consular Affairs and the Directorate General for Western, Central and Southeast Europe, available:

Article 1 Creation of the Honorary Consular Office of Spain in Lille and its constituency

The Honorary Consular Office is created, with the category of Honorary Consulate of Spain, in Lille, in the French Republic, with constituencies in the Nord and Paso de Calais Departments.

Article 2 Dependency

The Honorary Consular Office, with the category of Honorary Consulate of Spain, in Lille dependent on the General Consulate of Spain in Paris.

Article 3 Head of the Honorary Consular Office of Spain in Lille

The holder of the Honorary Consulate of Spain in Lille will have, in accordance with article 9 of the Vienna Convention on consular relations, of April 24, 1963, the category of Honorary Consul.

Single final provision Entry into force

This order will enter into force the year following its publication in the Official State Gazette.
