The Courts of Castilla-La Mancha have approved and I, in number of the King, promulgate the following Law

STATEMENT OF MOTIVES

Taking into account the positive experience of the permanent competition in the field of labor personnel of the Administration of the Junta de Comunidades de Castilla-La Mancha, this provision procedure is considered appropriate for the jobs of the bodies and scales of civil servant personnel.

For this reason, article 68.3 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, is modified, adding a new paragraph that contemplates the possibility that non-singularized jobs, that is, those that They do not require a specialized provision because the evaluation of Merits or specific requirements is not necessary, they can be covered definitively by means of a single call through a permanent contest.

With this provision procedure, the frequency of adjudication of vacant positions for non-singularized jobs will increase, since through the permanent competition there will be several adjudications each year. With this greater frequency in the allocation of vacant positions Claims to achieve the objective of increasing the provision definitively and in accordance with the constitutional principles of equality, merit and capacity of the positions that become vacant. The permanent competition will reduce both the number of vacant positions committed through a form of temporary provision and the time of temporary commitment of those positions. On the one hand, because, as there are several awards each year, both the number of service commissions that are actually awarded to fill those positions and the duration of these service commissions will be reduced. And, on the other hand, because the duration of appointments of interim civil servants to fill vacant positions will also be reduced, thus contributing to comply with the three-year term provided for in article 10.4 of the consolidated text of the Basic Statute Law of Public Employment, which, at most, can last for an interim appointment to fill a vacant position.

With the permanent competition, it is also intended to promote both the professional promotion of career civil servant personnel and the reconciliation of personal, work and family life, since, as there are more awards per year, said personnel will have more possibilities of ascending in the position structure. of work or to obtain a job that allows a greater reconciliation of work and family.

In short, section 11 of article 68 of Law 4/2011, of March 10, is deleted, by which with the permanent competition it is not necessary for a law to provide a maximum term for resolution of each award of more than six months. provided for in the second paragraph of article 21.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, is modified in the following terms:
