Chilean constituent process will culminate in a referendum on December 17

After knowing the finalists, various voices from the left and right pointed out the success of having considered, in the agreement signed in December 2022, the participation of a commission of 24 experts nominated by Congress and a text of 12 constitutional bases as a framework of the new proposal.

The Commission of Experts (CE) will work on the draft from March 6 and must deliver the final text to the Constitutional Council (CC) on June 7, the day the 51 elected constituents will begin their work.

The CC must approve each norm with the vote of 3/5 of its members; and whatever is rejected by 2/3 may not be contained in the final proposal. The experts can participate in the debate without voting, you decide, 75 people can participate in the discussion.

If there is a discrepancy between the CC and the EC, a joint commission will be formed with these members of each body, which will determine the controversy with a vote of 3/5. If no agreement is reached, the EC will extend a period of 5 days to draft a new text that will be voted on in the CC with the established rules.

Because the Committee of Experts is a reflection of the political forces in Congress, the Republican Party has solitary representation. On the other hand, the ruling party has ten seats, the DC only two, Chile Vamos also a total of ten and the PDG, with the support of the opposition, one which can counteract the Republican wave in the CC.

This instance occurred without major setbacks, the general articles of the new Magna Carta, but when the voting on particularities began, the first differences arose. It was resolved, then, not to vote until after the election last Sunday. Some issues that enter them are output parity, reserved seats and the regulation of social security.

The final text must be delivered by the CC to the country on November 17 so that it can be voted for, in mandatory universal elections, on Sunday, December 17.

Analysts have seen that the constitutional bases have the obligation to submit to the Republicans, including the declaration of Chile as a democratic State and social rights, an issue to which they resist. Likewise, by rejecting the possibility that this nation is a plurinational state, a conception defended by the Broad Front parties.
