In development of what is prescribed in article 46 of the Spanish Constitution, the Statute of Autonomy for Andalusia, approved by Organic Law 2/2007, of March 19, establishes in its article 10.3.3. that the Autonomous Community exercises its powers with the basic objective of strengthening the awareness of Andalusian identity and culture through knowledge, research and dissemination of the historical, anthropological and linguistic heritage. For this, article 37.1.18. precept that public policies will be oriented to guarantee and ensure said basic objective through the effective application, as guiding principles, of free access for all people to culture and respect for cultural diversity, such as conservation and enhancement of cultural , historical and artistic heritage of Andalusia. In turn, article 68.3.1. establishes that the Autonomous Community has exclusive competence in matters of culture, which includes artistic and cultural activities carried out in Andalusia, such as the promotion of culture, in relation to which the promotion and dissemination of creation and theatrical, musical production, without prejudice to the provisions of article 149.1.28. of the constitution
The Andalusian Agency of Cultural Institutions, as a Public Law entity attached to the Minister of Culture and Historical Heritage, is entrusted, in accordance with the provisions of section 2 of article 6 of its Statutes, approved by Decree 103/2011, of April 19, research, management, production, promotion and dissemination of plastic arts, combined arts, letters, theater and performing arts, music, phonographic production, dance, folklore, flamenco, cinematography, audiovisual arts, and the development, marketing and execution of programs, promotions and cultural activities, therefore through collaboration or cooperation with other physical or legal persons, public or private.
The Andalusian Agency for Cultural Institutions is interested in selecting dance, theater, circus and music shows of special cultural interest for programming in the municipalities that own theaters within the Andalusian Network of Public Theaters.
For the reasons stated, and in the exercise of the powers attributed by article 15 of the major statutes, approved by Decree 103/2011, of April 19,
I RESOLVE
First. Object.
This is resolved in order to call for the presentation of offers for theatre, dance, music and circus shows for the catalog in accordance with which the programming corresponding to the second semester of August 2023 of the Andalusian municipalities adhered to the Andalusian Network is established. of Public Theaters.
With the companies and formations holders of the exploitation rights of selected shows that are finally programmed by the municipalities adhering to the program, the corresponding public representation contracts will be signed, both by the Andalusian Agency of Cultural Institutions and by the adhering municipalities, to the under the provisions of article 26 of Law 9/2017, of November 8, of the Public Sector Contracts Law.
Second. Requirements of the participants.
Entities with registered office or permanent establishment in Andalusia may present their offers for theatre, dance, music and circus shows.
The call is addressed to companies and professional formations, of a private nature, constituted in any of the business figures provided for by law.
Those shows that are part of the catalog corresponding to the date of publication of this resolution will not require a new application to attend this call.
Shows considered workshops may not be submitted to the current call. For the purposes of these bases, the consideration of growers is extended to those shows based on a set of socio-educational practices with people, groups or communities that, through dramatic or theatrical methodologies, generate processes of cultural creation and pursue the empowerment of the participants.
Those shows that have been presented in one of the last three calls of the Red Andaluza de Teatros Públicos, have not been selected, may not be presented to this call.
The Andalusian Agency of Cultural Institutions can include, ex officio, company shows or musical formations of prestigious recognition that are not resident in Andalusia, which are finally included in the Catalogue. The program of shows by invited companies or formations may not exceed 20% of the general programming.
Third. Application.
1. Place and deadline for presentation.
The application must comply with the model that appears on the program's website www.redandaluzadeteatrospublicos.es
The generated request (Annex I), signed by the legal representative of the company or formation and addressed to the head of the Directorate of the Andalusian Agency for Cultural Institutions, is preferably submitted through the General Electronic Filing service of the Junta de Andalucía , available at the following link: https://ws050.juntadeandalucia.es/vea/faces/vi/procedimientoDetalle.xhtml
It may also be submitted by any of the channels established in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, in which case, proof of said delivery must be sent to the information email. redandaluzadeteatros.aaiicc@juntadeandalucia. is within the deadline established for the submission of applications.
2. Only one application is submitted per show, indicating whether it is for performance in the theater, on the street, or both if applicable.
If it is a show with different formats, you will have to submit an application for each different format. In this case, there could be a cache difference depending on the number of components, in which case it will be specified in the title.
3. The deadline for submitting applications will be 10 business days from the day following the publication of the submission in the Official Gazette of the Junta de Andalucía.
4. Content of the request:
In addition to the duly completed application form, the applications must be accompanied by:
- – Archive of shows. In the music mode, the program to be played is specified.
- – Sheet of technical needs.
- – For the modalities of theatre, circus and dance: link to the full video of the show referred to in the application form and link to a promotional video of at least 10 seconds.
- – For the music modality: link to full or partial video/audio of the program, must have the minimum content for its valorization of 7 minutes and link to promotional video of a minimum of 10 seconds.
- – In the event that the work has not been released at the time of submission of the application, responsible declaration by which the applicant promised to have, prior to April 12, 2023, the links to videos/audios to which referred to in the preceding paragraphs. If this material is not available on the indicated date, the proposal will be excluded from the evaluation process.

If the application submitted does not meet the requirements or is not accompanied by the mandatory documentation, the interested party is required to rectify and/or attach the mandatory documents within 5 business days, indicating that if he does not do so, Your application will be deemed to have been withdrawn, upon resolution.
The act of rectification is notified jointly to all the required companies, publishing it on the website of the Andalusian Agency of Cultural Institutions. In all cases, this publication replaces the personal notification and will have the same effects.
Fifth. Selection procedure.
- 1. The proposals presented will be subject to an assessment by the cultural managers of the municipal theaters attached to the program. This value represents 50% corresponding to the remaining percentage of the technical staff of the Andalusian Agency of Cultural Institutions.
- 2. Those shows that will have obtained the highest rating will be selected, with the Agency having the power to determine the number of shows that will finally form part of the respective Catalogues.
In the case of music shows, the Andalusian Agency for Cultural Institutions, through a commission of experts, may make a pre-selection of those that it considers most suitable for the Program. This pre-selection is made available to the Plenary Commission, which will make the final selection.
The Residences and productions of the Gora 2022 Program will be incorporated directly into said Catalog. In any case, the companies tend to apply on time and in good form, as indicated in the call.
- 3. The list of shows that become part of the catalog will be valid for two years from 1.7.2023. It will not be possible to submit a new application for future calls until the permanence in the catalog has been exhausted.
- 4. The maximum number of shows in the catalog for each company or musical formation will be four (4).
- 5. Of the shows that make up the catalogue, the following documentation is provided:
– Documentation accrediting the transfer of copyright. In the event that the show to be performed is a work not subject to the authorization of the author, the applicant must present a responsible statement regarding this non-subjection.
Sixth. Evaluation of offers.
In order for the evaluation of the offers submitted to be considered in consideration of the following criteria:
- – Artistic evaluation of the show. From 1 to 15 points.
- – Assessment from the trajectory of the company/training. From 1 to 10 points.
- – Economic offer (Cash). From 1 to 5 points.
seventh. Program development conditions.
- – The hidden ones proposed tend to be estimative. The artistic company may establish an additional import in the hidden if the representation has a place at a distance greater than 250 kilometers from the habitual residence of the company or formation. In all cases, the cache may not exceed €8.000 (VAT included).
- – That there is a single catalog of all modalities. Those in charge of the theaters will be able to select theatre, dance, music and circus shows indistinctly, whether for adults or children, without having to limit themselves to a specific modality. In any case, there will be an obligation to choose at least one dance show and one music show.
- – The HID agreed with the artistic company, in accordance with the conditions established in the call, will be paid at 50% by each theater and the Agency, so that, once the performances have been completed, the company/formation must establish the mandatory contracts of public representation both with the City Council (or public legal entity that holds the representation of the theater) and with the Andalusian Agency of Cultural Institutions. In the same way, they must issue to each of the institutions the invoice corresponding to their part of the total cache.
- – The Andalusian Agency for Cultural Institutions will not be able to accept a performance in a certain theater if it observes a lack of adaptation between the technical needs of a show and the characteristics or endowment of the theater. In this case the theater will be invited to choose another show.
Eighth. Way to pay.
The Agency subscribes to the companies/formations the corresponding part of the hidden representations made in the program, upon presentation of the corresponding invoices issued with the legally established formalities, once the representation has been made.
Nineth. Return of original applications.
- – The documentation of the unselected proposals will be available to the interested parties pending a period of one month from the notification of the Resolution, at the office of the Andalusian Agency of Cultural Institutions, Performing Arts and Music Unit.
- – The documentation not withdrawn on this date became part of the funds of the Andalusian Agency of Cultural Institutions, with documentation and archiving fines.
