The request for a normal modification of the specifications of the Rioja Protected Designation of Origin, presented by its Regulatory Council based on the agreement of its Plenary adopted at the meeting of 20/02/2023, has been entered in this General Directorate.
These are changes in the types of quality sparkling wines, according to their sugar content; and in the harvest conditions of the grapes intended for these wines; as well as, changes in the organoleptic descriptions.
Said proposal was sent on 28/02/2023 to the Autonomous Communities territorially affected (La Rioja, Navarra and the Basque Country), for a Decree to issue reports as established in article 8.2 of Royal 1335/2011, of October 3, by which regulates the procedure for processing applications for the registration of protected designations of origin and protected geographical indications in the community registry and the opposition to them.
A favorable report on the proposal was received from the Autonomous Community of La Rioja on 28/02/2023, not answering the other two.
In compliance with the provisions of section 3 of article 8 of Royal Decree 1335/2011, on 04/03/2023 the members of the Differentiated Quality Coordination Table affected territorially were summoned for a telematic vote, with a deadline of 04/12/23, according to document N 07/2023/ Ver0., dated 04/03/2023. The Autonomous Community of La Rioja answers positively, Pas Vasco abstains and Navarra does not answer, so I agree to inform you favorably of the continuation of the processing procedure of the requested modification.
On the basis of the foregoing and considering that the requirements established in Regulation (EU) 1308/2013 of the European Parliament and of the Council of December 17, 2013, by which the common organization of the markets of the agricultural products and by which the Regulations (CEE) 922/72, (CEE) 234/79, (CE) 1037/2001 and (CE) 1234/2007 are repealed; and in Delegated Regulation (EU) 2019/33 of the Commission of October 17, 2018, which completes Regulation (EU) 1308/2013 of the European Parliament and of the Council, with regard to requests for protection appellations of origin, geographical indications and traditional garnishes in the wine sector, the opposition process, restrictions on use, changes to the range of conditions, cancellation of protection, labeling and presentation; and in accordance with the powers that the aforementioned Royal Decree 1335/2011, of October 3, attributes to this General Directorate,
I resolve to approve the requested normal modification, the specifications of the PDO Rioja, and to order the publication of this resolution in the Official State Gazette.

Against this Resolution, which does not put an end to the administrative procedure, an appeal may be filed within a period of one month, counted from the day following its publication in the Official State Gazette, before the General Secretariat of Agriculture and Food. , in accordance with the provisions of article 121 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
