By means of the Agreement of the Central Electoral Board of February 16, 2023, the technical specifications and the minutes models to be used by the electoral tables were approved (minute of scrutiny of the table; and, minutes of the session), as well as the specifications techniques and the models of minutes to be used by the Electoral Boards (constitution act of the Board for the general scrutiny; counting act; act of the counting session(s); and, proclamation act) in the elections a General Meetings of Bizkaia held on May 28, 2023.
Based on the provisions of Royal Decree 605/1999, of April 16, on the complementary regulation of electoral processes, which establishes the material voting infrastructure and includes as annexes the technical specifications of the material elements, such as the ballot models, envelopes, minutes and other forms to be used in the development of an electoral process, Provincial Decree 34/2023, of March 28, of the Provincial Council of Bizkaia regulates the set of material voting infrastructure to be used in elections to Boards Generals of Bizkaia as of May 28, 2023.
By Order INT/316/2023, of March 29, several annexes to the aforementioned Royal Decree 605/1999, of April 16, were modified, among which is the model of the so-called bag to be used by the electoral tables, to adjust it to the literalness of article 100.4 of Organic Law 5/1985, of June 19, which indicates that these envelopes must be signed so that the signatures cross the flap.
Since Annex IV of Provincial Decree 34/2023, of March 28, of the Provincial Council of Bizkaia included, among the forms and envelopes to be used in the elections to General Meetings of Bizkaia, the SM JG bag envelope. Regarding the number of documentation delivery to be used for the polling stations, I process its modification in attention to the content of Annex 4 of the electoral processes, in its wording given by Order INT/312/2023, of March 29.
Thus, by virtue of the provisions of article 17 of the Provincial Regulation 3/1987, of February 13, on the election, organization, regime and operation of the foral institutions of the Historical Territory of Bizkaia and the powers conferred on the deputies or foral deputies in article 39 k) of the same; In accordance with article 4) of the regulation of the organic structure of the Department of Public Administration and Institutional Relations in its wording given by Provincial Decree 87/2022, of July 19, at the proposal of the Provincial Deputy for Public Administration and Institutional Relations, and after deliberation and approval by the Governing Council of the Provincial Council of Bizkaia
